Since the beginning of this year, the national agricultural mechanization system has focused on ensuring a stable and secure supply of national grain and important agricultural products, giving full play to the leading role of agricultural machinery in agricultural production and emergency disaster relief, adhering to the principle of promoting research and development, manufacturing, and transformation through application, and promoting the action to address the shortcomings of agricultural machinery equipment in a coordinated manner across the entire industry chain, continuously strengthening the organization of agricultural machinery operations and the construction of teams, and striving to achieve new results in promoting the high-quality development of agricultural mechanization throughout the entire process.
Significant breakthroughs have been achieved in addressing shortcomings in agricultural machinery and equipment. Efforts have been focused on both research and development, manufacturing, and application, addressing urgent agricultural needs and farmers' pressing requirements. Specialized R&D projects for hilly and intelligent agricultural machinery have been steadily implemented. Pilot projects integrating R&D, manufacturing, promotion, and application of agricultural machinery have been continuously carried out. The construction of pilot zones for R&D, manufacturing, promotion, and application of agricultural machinery and equipment has been accelerated. The entire industry chain has worked collaboratively to address shortcomings in agricultural machinery and equipment, striving to establish a system and mechanism for mobilizing industrial resources to solve agricultural problems. Breakthroughs have been achieved in a number of landmark complete sets of equipment: pneumatic-electric high-speed precision seeders, 580-horsepower forage harvesters, large-baling balers, and industrial tomato harvesters have begun small-batch production, breaking the long-standing reliance on imports; multiple models of 6-15 degree hilly tractors and hilly corn planters have been successfully deployed in frontline operations; and domestically produced intelligent equipment such as chick beak trimming robots and facility inspection robots have begun to be applied in large-scale farms, greatly reducing production and operating costs.
New highlights have emerged in agricultural mechanization support policies. Regarding subsidies for agricultural machinery purchase and application, the "Implementation Opinions on Subsidies for the Purchase and Application of Agricultural Machinery for Scrapping and Renewal (2024-2026)" has been issued, intensifying efforts to promote "superior machinery with superior subsidies" and "increased and decreased subsidies," emphasizing stable production and supply. Priority is given to supporting high-end intelligent agricultural machinery and machinery suitable for hilly and mountainous areas, as well as high-performance seeders, intelligent high-speed rice transplanters, and large-scale intelligent high-end combine harvesters—all of which contribute to large-scale yield increases, are urgently needed for agricultural production in hilly and mountainous areas, and address shortcomings in agricultural machinery equipment. In terms of strengthening the implementation of agricultural machinery scrapping and renewal subsidies, the policy implements the decisions and deployments of the CPC Central Committee and the State Council on promoting large-scale equipment renewal and the trade-in of old consumer goods. In conjunction with relevant departments, subsidy policies have been improved, and greater efforts are being made to scrap and renew old agricultural machinery, promoting the upgrading of agricultural machinery equipment. Subsidy investment has significantly increased, the types of scrapped machinery have significantly expanded, subsidy standards have significantly improved, and policy implementation guarantees have been further enhanced. In terms of promoting the implementation of conservation tillage in the black soil of Northeast China, the "Action Plan for Conservation Tillage in the Black Soil of Northeast China (2020-2025)" has been implemented, with the central government allocating 3.5 billion yuan to support the implementation of conservation tillage operations on 112 million mu of land in the four northeastern provinces (regions).
Significant improvements have been made in mechanized production during key agricultural seasons. Efforts have been made to ensure mechanized production during these crucial periods, with relevant departments working together to guarantee the smooth operation of agricultural machinery. Localities have been organized to strengthen the effective supply of agricultural machinery and equipment and provide operational support during these seasons, particularly during the "Three Summers" (summer harvest, summer planting, and summer management). More than 600,000 combine harvesters have been deployed in wheat-harvesting provinces to provide strong support for a bumper harvest throughout the year. Strengthening mechanization measures has promoted large-scale yield increases, focusing on both sowing and harvesting, with efforts made to increase yields in mechanized sowing and reduce losses in mechanized harvesting. Strengthening agricultural machinery disaster prevention and relief capabilities, promoting the establishment of a disaster prevention and relief agricultural machinery reserve and deployment system, and accelerating the reserve of a batch of disaster relief machinery and production capacity through methods such as physical reserves, contractual reserves, and capacity reserves. Currently, 31 provinces across the country have established corresponding systems. Based on the principle of "dual use in peacetime and emergency," guiding various regions to carry out the construction of regional agricultural machinery socialized service centers and regional agricultural emergency disaster relief centers, more than 4,300 regional agricultural machinery socialized service centers and more than 2,500 regional agricultural emergency disaster relief centers have been built nationwide, along with 12,700 regular agricultural machinery emergency operation service teams.
New measures have been implemented for agricultural machinery safety supervision and services. Closely aligned with the needs of agricultural mechanization development, efforts have been accelerated to improve public service capabilities such as agricultural machinery safety supervision. In conjunction with relevant departments, efforts have been made to ensure the implementation of agricultural machinery safety supervision responsibilities, vigorously promote special rectification campaigns in the field of agricultural machinery safety, and consolidate the multi-departmental collaborative agricultural machinery safety supervision mechanism. The "Key Points of Agricultural Machinery Safety Production Work in 2024 and the Annual Work Plan for the Three-Year Action Plan for Fundamental Improvement of Agricultural Machinery Safety" has been formulated to promote the refinement and implementation of specific tasks and measures for agricultural machinery safety production in various regions. Standards for judging major accident hazards in agricultural machinery safety production have been developed to guide local areas in investigating and rectifying major accident risks and hazards. Based on the needs and characteristics of agricultural machinery operations during important farming seasons, work has been coordinated with relevant departments to deploy agricultural machinery safety production work, effectively strengthen inter-departmental cooperation, strive to maintain order at agricultural machinery operation sites, and make every effort to prevent and curb production safety accidents. Through the efforts of all parties, the situation of agricultural machinery safety production has continued to improve steadily.
