
On January 20, 2025, the State Council Information Office held a press conference on "The Achievements of High-Quality Economic Development in China," introducing the relevant situation regarding "Consolidating the Foundation of Agriculture, Rural Areas, and Farmers, and Solidly Promoting the Comprehensive Revitalization of Rural Areas." Zhang Xingwang, Vice Minister of Agriculture and Rural Affairs; Pan Wenbo, Chief Agronomist and Director of the Crop Production Management Department (Pesticide Management Department) of the Ministry of Agriculture and Rural Affairs; and Chen Bangxun, Director of the Development Planning Department of the Ministry of Agriculture and Rural Affairs, attended the press conference and answered questions from reporters. Zhou Jianshe, Deputy Director of the Press Bureau and Spokesperson of the State Council Information Office, presided over the press conference.
At the meeting, a reporter asked, "We know that arable land is the foundation of agricultural production. Could you please give a detailed introduction to the work carried out in strengthening arable land protection and quality improvement?" Zhang Xingwang, Vice Minister of Agriculture and Rural Affairs, said that in 2024, the Ministry of Agriculture and Rural Affairs earnestly implemented the decisions and deployments of the CPC Central Committee and the State Council, took the construction of high-standard farmland as an important starting point, and coordinated the promotion of various key tasks in arable land protection and quality improvement, which effectively promoted a bumper harvest of grain.
First, we will vigorously promote the construction of high-standard farmland. We will provide differentiated guidance to various regions on farmland construction, prioritizing areas such as the Northeast black soil region, plains, areas with irrigation capabilities, and areas with high grain yields and significant potential for increased production. We will clarify basic requirements such as field leveling and water and road access to improve construction quality and efficiency. We will rigorously implement annual construction targets, aiming to construct and upgrade over 80 million mu of high-standard farmland and develop over 10 million mu of efficient water-saving irrigation in 2024. We will strengthen project quality supervision, conducting nationwide "look-back" inspections and special rectification campaigns on the quality of high-standard farmland construction projects. We will adopt stringent measures to severely investigate and rectify substandard quality and malfunctioning facilities, making every effort to ensure construction quality and truly achieve the goal of building a high-quality farmland.
Second, we will strengthen the management of degraded arable land. We will further implement the National Black Soil Protection Project and the Northeast Black Soil Conservation Tillage Action Plan, supporting the four northeastern provinces (regions) in coordinating farmland infrastructure construction, soil erosion control, and fertile topsoil construction, cumulatively protecting over 400 million mu (approximately 6.6 million hectares) of black soil. We will severely crack down on illegal mining and other activities that damage black soil. We will conduct pilot projects for the comprehensive utilization of saline-alkali land, exploring management models and pathways in different areas such as the Songnen Plain soda saline-alkali land, coastal saline-alkali land, and Northwest inland saline-alkali land.
Third, we strengthened the basic work on protecting the quality of arable land. We accelerated the third national soil census, successfully completed the field survey and sampling tasks, collected a total of 2.872 million sampling points and 3.11 million samples, and the sample testing and analysis progress reached 97%. It can be said that we have given the soil across the country a "comprehensive physical examination".
Next, we will thoroughly implement the spirit of the Third Plenary Session of the 20th CPC Central Committee, adhere to a problem-oriented and goal-oriented approach, emphasize both quantity and quality, improve the construction, acceptance, and management mechanisms for high-standard farmland, improve the quality acceptance mechanism for supplementary cultivated land, continuously improve the quality of cultivated land, and consolidate the foundation of national food security.
